Tamil Nadu State Board Plus 2 (HSC) and Indian Bachelor equivalency to European entry

Tamil Nadu’s Higher Secondary Certificate (HSC, also called Plus 2), awarded by the Tamil Nadu State Board (Directorate of Government Examinations), is the state’s 11th-12th equivalent. The HSC certificate, alongside SSLC (10th), Bachelor’s degree, consolidated marksheets and any conversion certificates, forms the foundational documentation every European admission office requests.

Tamil Nadu State Board HSC is recognised across all 8 European countries Kadamb Overseas serves (Germany, France, Italy, Switzerland, Netherlands, Belgium, Austria, Poland). Germany via Studienkolleg or 1 year Indian Bachelor’s; Italy and France accept HSC plus 1 year Indian Bachelor’s. Does Tamil Nadu HSC give direct Bachelor entry to Europe?

Not directly. Tamil Nadu HSC is 12 years of schooling while German Abitur, French Baccalauréat and Italian Diploma di Maturità are 13 years. Bridging requires 1 year recognised Indian Bachelor’s (most common), Studienkolleg in Germany, or in specific cases JEE Main rank for direct Italian admission at Politecnico di Milano under their Indian-student tracks.


Anna University grading (CGPA 10-pt) to ECTS and German scale conversion

Anna University is the umbrella technical university for most engineering colleges in Tamil Nadu, with over 500 affiliated colleges including Chennai-based SSN, Easwari, Velammal, Saveetha, Sri Sairam, RMK and many more, plus regional clusters in Coimbatore (Government College of Technology, PSG affiliate), Tiruchirappalli, Madurai, Salem and Tirunelveli.

Anna University uses a 10-point CGPA scale. For European Master’s admission, this must convert into ECTS grades or the German 1.0-4.0 scale. The modified Bavarian formula commonly accepted in Germany:


German Grade = 1 + 3 * (CGPA_max - CGPA_student) / (CGPA_max - CGPA_min)

For Anna University, CGPA_max is 10, CGPA_min (pass) is 5 (Anna University considers 5.0 as pass). An Anna University student with 8.5 CGPA converts to German grade 1.9 (around B+/A-). A 7.5 CGPA converts to German grade 2.5 (around B/B-). A 9.0 CGPA converts to German grade 1.6, very competitive for top German programs.

Anna University issues a Grading Conversion Certificate from the Examination Cell at CEG Guindy campus. Application requires a typed letter, ₹500 fee and roughly 10-15 working days. This certificate is required by uni-assist for German admissions.

What Anna University CGPA is needed for TU Munich Master’s?

TU Munich expects German grade 2.0 or better, which translates to Anna University CGPA 8.0 plus. Informatics MSc and Communications Engineering MSc have unstated cutoffs around 8.5 plus. RWTH Aachen accepts 7.5-8.0 CGPA. ETH Zurich requires 9.0 plus from Anna University graduates with strong research projects and IELTS 7.0 plus.

Can a Tamil Nadu student combine the BC/MBC Overseas Scholarship with DAAD?

Yes, in most cases. Tamil Nadu BC/MBC scheme rules typically do not prohibit parallel scholarships, and DAAD is a German government scholarship independent of Indian state support. The total combined funding should not exceed the actual education and living cost. Tamil Nadu State Board HSC is offered in Tamil-medium, English-medium and a few other regional language options. For European Master’s applications:

  • Tamil-medium HSC, English-medium Bachelor’s: The Bachelor’s medium is what European universities care about. Yes. Anna University is listed on the German anabin database with H+ status, meaning German universities accept Anna University Bachelor degrees for Master’s admission. All Anna University affiliated colleges (SSN, PSG, Easwari, Saveetha, RMK, Sri Sairam, Velammal, Madras Institute of Technology etc.) inherit this H+ status.

### Q3: What Anna University CGPA is needed for TU Munich Master’s?

TU Munich expects German grade 2.0 or better, which translates to Anna University CGPA 8.0 plus. Informatics MSc and Communications Engineering MSc have unstated cutoffs around 8.5 plus. RWTH Aachen accepts 7.5-8.0 CGPA. ETH Zurich expects 9.0 plus from Anna University graduates with strong research portfolio.
