Maharashtra State Board HSC, awarded by the Maharashtra State Board of Secondary and Higher Secondary Education (MSBSHSE) under the Department of School Education, is recognised by every European university we have worked with at Kadamb Overseas. The HSC certificate alone does not admit a student to a European Master’s — that requires a recognised 3-year or 4-year Bachelor’s — but HSC is the foundational document that proves a candidate completed 10+2 schooling in line with the Bologna pre-Bachelor standard.

Students from CBSE, ICSE (Cathedral, Bombay Scottish, Smt. Sulochanadevi Singhania) and IB schools (Dhirubhai Ambani International, Oberoi International) in Maharashtra follow the same downstream rules as State Board students. The HSC certificate sits with the matriculation 10th certificate, the Bachelor’s degree, the consolidated marksheets and (where applicable) the conversion certificate as the five canonical documents every German, French, Italian, Dutch, Belgian or Austrian admission office will request.

For students still in 11th or 12th who plan to do Bachelor’s in India and then Europe for Master’s, the practical impact of HSC is small. The HSC merely establishes the pre-Bachelor academic floor.

For students considering Bachelor’s directly in Europe, Maharashtra HSC is accepted in Germany only after one year at a Studienkolleg or one year of recognised Bachelor’s in India. In Italy, Maharashtra HSC plus 1 year of Indian Bachelor’s allows entry to a 3-year Italian Laurea (Bachelor’s). In France, Maharashtra HSC plus Bachelor’s at a recognised Indian university is the standard Master’s pathway.

Does Maharashtra HSC give Indian students direct Bachelor entry in Europe?

Not in most cases. Maharashtra HSC is a 12-year schooling certificate, while German Abitur, French Baccalauréat and Italian Diploma di Maturità are 13-year qualifications. The 1-year gap is bridged by: (a) one year of recognised Indian Bachelor’s (most common); (b) one year at a German Studienkolleg with FSP exam; or (c) very high HSC marks plus IB Diploma equivalence demonstrated through specific subject combinations.


How German anabin classifies Mumbai University, Pune University and other Maharashtra degrees

The German anabin database (anabin.kmk.org), maintained by the Standing Conference of Education Ministers (KMK), is the single source of truth for whether an Indian university’s degree counts toward German Master’s admission. The H+ classification means German universities will accept the Bachelor’s at face value. H+/- means individual program assessment is needed, and uni-assist (the central application service) will route the application through additional evaluation. What if my Maharashtra university is not listed on anabin?

Smaller private universities under Maharashtra State Council of Higher Education sometimes appear only after a formal request. At Kadamb Overseas we have submitted anabin listing requests for three Maharashtra institutions in the past two years, and all three were added within four to six weeks. If your degree is missing, do not assume it disqualifies you — request listing via the German embassy in Mumbai or through uni-assist’s pre-check service.


Mumbai University grading scale to ECTS conversion (CGPA 10-pt and percentage rules)

University of Mumbai uses a 10-point CGPA scale for most post-2015 batches and a percentage scale for older transcripts. European universities require a translation into ECTS grades (A, B, C, D, E for passing, FX/F for fail) or into the German 1.0–4.0 scale.

The conversion formula commonly accepted in Germany (modified Bavarian formula) is:


German Grade = 1 + 3 * (N_max - N_d) / (N_max - N_min)

Where N_max is the highest possible mark (10 for CGPA, 100 for percentage), N_min is the German pass mark (4.0 in Germany; 35-40 for Indian percentage), and N_d is the student’s actual mark or CGPA times 10.

Worked example: a Mumbai University Bachelor’s at 8.2 CGPA converts to German grade 1.84 (around B+/A-). The same CGPA in ECTS translates to around B grade. This is competitive for TU Munich, RWTH Aachen and most University of Applied Sciences (HAW) programs.

Mumbai University students with CGPA between 7.0 and 8.0 are well-placed for TU Berlin, University of Stuttgart and FH programs. CGPA between 8.0 and 9.0 opens TU Munich, RWTH Aachen and most Italian top universities. How do I get an official CGPA-to-German-grade conversion certificate from Mumbai University?

University of Mumbai issues a Grading System Conversion Certificate from the Examination Branch at Kalina campus on request. Application requires a typed letter, the original consolidated marksheet, a fee receipt of ₹500 and 10 working days. The certificate explicitly states the CGPA-to-percentage formula used, which uni-assist requires. Pune University (SPPU) and Symbiosis recognition pathway to European Master’s

Savitribai Phule Pune University (SPPU) is the parent body for over 800 affiliated colleges in Pune, Nashik and Ahmednagar districts, including marquee names like Fergusson College, BMCC, Garware College, MIT WPU and PICT. SPPU appears as H+ on German anabin, and its degrees are accepted for Master’s admission at every German, French, Italian, Dutch and Belgian university we work with.

Symbiosis International (Deemed University) — SIT, SCMHRD, SIIB, SCIT, SIBM, SLS — has a unique position because it is a deemed-to-be-university rather than a state university. anabin lists Symbiosis as H+/-, meaning some programs are recognised at face value while others need program-level review. In practice, Symbiosis Bachelor’s degrees in engineering, computer applications, business administration and law have all been accepted at German Master’s level when we have submitted them through uni-assist.

Bharati Vidyapeeth Deemed University and DY Patil Deemed University fall under the same H+/- bucket. For these institutions, we always advise clients to apply with at least one safety German university (TU Chemnitz, University of Bremen, FH Aachen) alongside reach options (TU Munich, RWTH Aachen).

Why does anabin treat Pune University differently from Symbiosis?

The difference is regulatory rather than academic. SPPU is a state university established under the Maharashtra Universities Act, which the UGC and KMK recognise as a single legal entity offering uniform degree standards across affiliated colleges. Symbiosis is a deemed university under section 3 of the UGC Act, where the deemed status means individual program approval is required for foreign recognition. The H+/- status is not a quality judgment — it is a regulatory category.

IIT Bombay: The flagship Powai institute is the single largest Maharashtra feeder to ETH Zurich, EPFL, TU Munich, Imperial College (UK, outside Europe) and Cambridge. MIT World Peace University (MIT WPU), Pune: MIT WPU sends a steady stream of students to FH programs in Germany (Hochschule Bremen, Hochschule Mannheim) and to KU Leuven Belgium. The CGPA cutoffs at MIT WPU for European Master’s are typically 7.5 plus.

BITS Pilani K K Birla Goa Campus: Although Goa-located, BITS Goa draws a heavy Maharashtra student base. The BITS brand is H+ on anabin and graduates regularly enter TU Munich, RWTH Aachen, ETH Zurich (rare but possible at CGPA 9.5 plus), TU Delft and Politecnico di Milano.

IIT Bombay sits in a category of its own among Maharashtra-located institutions. Programs that consistently absorb IIT Bombay graduates include:

Marathi-medium 12th and English documentation — does medium of instruction matter

A common worry among Maharashtra families is whether Marathi-medium SSC (10th) and HSC (12th) certificates create a problem for European universities. The short answer: medium of instruction at school does not disqualify a Maharashtra applicant, but it adds one documentation step.

If the Bachelor’s degree was completed in English (most Indian Bachelor’s degrees are by default), the Bachelor’s marksheet and transcript serve as proof of English-medium higher education. This is what European universities care about. The HSC certificate’s medium is checked only if the Bachelor’s medium is unclear.

Most Maharashtra universities (Mumbai University, SPPU, COEP, VJTI, BITS Goa) issue a Medium of Instruction certificate stating that the Bachelor’s program was conducted in English. We ask all Maharashtra clients to procure this certificate from their Bachelor’s college — it costs ₹200–500 and takes 3–7 working days. Once attached to the application, the Marathi-medium school issue disappears.

For IELTS / TOEFL / Duolingo exemption: even with an English-medium Bachelor’s certificate, German universities like TU Munich and RWTH Aachen typically still require IELTS 6.5 or TOEFL 88. Dutch universities (TU Delft, University of Amsterdam) accept English-medium Bachelor’s as IELTS waiver in roughly 60% of cases. Italian and French universities almost always require IELTS regardless. Plan for IELTS 6.5+ across the board.

My HSC and Bachelor’s are both in Marathi-medium — what now?

This is uncommon but possible (some SPPU-affiliated colleges in rural Maharashtra still offer Marathi-medium degrees). In this case, you will need a comprehensive English translation of every transcript, certified by a sworn translator, plus the Medium of Instruction certificate explicitly stating any English component. Plan for an extra ₹8,000–12,000 in translation costs and 3–4 weeks added timeline. IELTS 6.5+ becomes non-negotiable.

Yes, in most cases. Sarathi and Mahajyoti do not have explicit clauses prohibiting parallel scholarships. DAAD (Deutscher Akademischer Austauschdienst), Erasmus Mundus and university-specific scholarships can be combined with Maharashtra state schemes as long as the total funding does not exceed actual education and living costs. Ambedkar Overseas Scholarship Maharashtra: ₹25 lakh, eligibility, document checklist
