Its own published consular district covers Maharashtra, Chhattisgarh, Gujarat, Goa, Madhya Pradesh and the Union Territories of Daman and Diu and Dadra and Nagar Haveli. Most Surat pages online never say this. It is the single most useful fact a Surat applicant can be given, and it changes which appointment queue you watch.

You leave knowing which consulate holds your file, which city your biometrics happen in, and whether your profile is worth a European application at all. If the answer is no, you hear no.
Read that last row twice. The Swiss consulate in Mumbai formally covers Gujarat and offers no visa services whatsoever, which means a Surat student heading to a Swiss public university is dealing with Delhi. Families budget for a Mumbai day trip and are then surprised by a flight.
There is no VFS Global Schengen application centre in Surat. The published list of VFS centres in India names sixteen cities — Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, Kolkata, Chandigarh, Kochi, Ahmedabad, Goa, Jaipur, Pune, Pondicherry, Trivandrum, Jalandhar, Gurugram. Surat is not on it. The nearest is VFS Ahmedabad on Ashram Road. For Spain it is BLS International at Navrangpura, Ahmedabad, whose submission window runs 08:00 to 13:00 on weekdays only — a five-hour window, which is why an afternoon train from Surat is a wasted fare.
Surat is 229 km from Ahmedabad and 263 km from Mumbai by rail. Both are same-day returns. That is genuinely unusual: most Indian cities have one consular hub within reach, and Surat has two. It is also why “which city do I go to” has a different answer per country, and why getting it wrong costs a day rather than a week.
Campus France has no Surat office. It lists ten in India, and the nearest desk operates from Alliance Francaise Ahmedabad on Manekbaug Shyamal Road. The Etudes en France fee rose from Rs 18,500 to Rs 20,000 with effect from 1 August 2026, so every Surat applicant in the current cycle pays Rs 20,000.
For German language certification, the geography gets worse. TestDaF runs in six Indian cities — Bangalore, Chennai, Kolkata, Mumbai, New Delhi and Pune — on six fixed dates a year. None in Gujarat. There is a Goethe-Zentrum in Ahmedabad and none in Surat. Alliance Francaise has fifteen Indian centres and Surat is not one of them.
English testing is the one thing Surat does well. IELTS runs at four IDP venues in the city, including the computer-delivered centre at Solaris – The Address, Surat–Dumas Road, Piplod 395008 at Rs 17,000, and a paper venue at Magdalla Circle, Dumas Road. PTE Academic runs at a Pearson Professional Centre in Surat.
So: your English test is fifteen minutes away. Your German test is an overnight trip. Plan the calendar around the second one.
We are an Ahmedabad firm. There is no Kadamb office in Surat, we do not plan to open one, and any consultancy telling you their Surat branch speeds up your visa is selling you something that does not exist. Visa decisions are made by consular officers in Mumbai and Delhi on the strength of your file. A branch office two kilometres from your house does not touch that.
What we do is the file. Fourteen years of it, Europe only. Saumitra Rajput, founder of Kadamb Overseas in Ahmedabad, has visited more than 25 European campuses in person, which is the only reason we will tell you a particular department is worth your application and another one is not.
What we do not do: we do not place students in the UK, the US, Canada or Australia. We do not promise a visa, and if a competitor has quoted you a success percentage, ask them for the denominator.
The first consultation costs Rs 9 for thirty minutes with Saumitra. Service fees after that are staged and disclosed in full before you commit to anything. We do not say “free”, because it is not free, and a consultancy that tells you its services cost nothing is being paid by someone whose interests are not yours.

This is the section where Surat files actually stall.
Veer Narmad South Gujarat University was established in 1965 as South Gujarat University and renamed in 2004 after the poet Narmad. It affiliates colleges across Surat, Valsad, Navsari, Bharuch, Tapi, Narmada, Dang and Daman, so “my degree is from VNSGU” covers a very large slice of South Gujarat. VNSGU awards CGPA and publishes its own document titled “Formula to Convert CGPA into Percentage”, which tells you everything: German and Italian admissions offices will ask for a percentage, and you will need the university’s own conversion circular, not an internet calculator, to produce one they accept.
If your degree is from Gujarat Technological University instead — Dr. S. & S.S. Ghandhy Government Engineering College and C. K. Pithawala College of Engineering and Technology on Dumas Road both affiliate there — the conversion formula is different again. Sarvajanik College of Engineering and Technology at Athwalines, founded 1995, has moved from VNSGU to GTU and now to Sarvajanik University, which means three cohorts of graduates hold three differently-issued documents. We have seen a uni-assist query triggered by exactly that.
Sardar Vallabhbhai National Institute of Technology at Ichchhanath is a different case. It became a Deemed University on 4 December 2002 and an Institute of National Importance under the NIT Act effective 15 August 2007. An SVNIT transcript is recognised on sight by German admissions offices in a way a private-university transcript is not. If you have one, it is your single strongest asset and you should not be applying to the same shortlist as everyone else in your batch.
The Ministry of External Affairs does not accept documents directly from individuals. A Gujarat-issued degree goes first to a Regional Authentication Centre — and for Gujarat that is not an education department at all. It is the General Administration Department, Government of Gujarat, Sachivalaya, Gandhinagar. Only after that does the document go to one of MEA’s outsourced agencies for the apostille itself, at Rs 50 per sticker to MEA plus Rs 84 per document and Rs 3 per page to the agency.
MEA decentralised apostille to sixteen cities including Ahmedabad from 1 January 2019. Surat is not one of them.
So a Surat student’s degree physically travels to Gandhinagar, then to Ahmedabad, then comes back. Build three weeks into your plan for paper moving up the NH-48, and start it before your admission letter arrives, not after.
For Germany specifically there is a further layer. APS India has been mandatory for most applicants with Indian degrees since November 2022. The APS fee is Rs 18,000, non-refundable whatever the outcome, paid online. The printed and signed form plus documents must be couriered, and APS tells you expressly not to send originals. Verification takes at least two weeks, and longer depending on how fast VNSGU’s or GTU’s examination section answers APS’s query. That last clause is the one that catches people. Your APS timeline is partly a function of your own university’s responsiveness, which you cannot control and should therefore start early.
uni-assist then charges EUR 75 for your first chosen course in a semester and EUR 30 for each additional one, and its clock starts when the paid application is received, not when you press submit. Two universities and three programmes comes to EUR 135, before you have heard from anybody.

Germany is where most Surat enquiries start, and it is the wrong first question. The country follows the course and the profile, and for a lot of Surat students the honest answer is Italy or France. Here is how the five countries we place most Surat students into actually differ, for the profiles that come from this city.

The pattern that decides most Surat cases: if your degree is in textiles, design or anything the diamond trade touches, Italy is usually the stronger first application, not Germany. If it is in chemical, process or mechanical engineering, Germany and Austria are. Anyone who tells you the country before they have read your marksheet is guessing.

Surat runs on man-made textiles, cut and polished diamonds, and the Hazira chemical and heavy-engineering belt. The Southern Gujarat Chamber of Commerce and Industry puts 60% of India’s man-made fabric output in Surat, with over 600,000 looms consuming 2,700 tonnes of yarn a day and more than 1.4 million people employed. The Surat Diamond Bourse at Khajod opened on 17 December 2023, cost Rs 3,200 crore, and holds the Guinness record for the world’s largest office building at 659,611 square metres. Around 90% of the world’s diamonds are cut and polished here. Hazira carries ONGC’s gas processing complex, Reliance’s manufacturing division, L&T’s A. M. Naik Heavy Engineering Complex and the Shell LNG terminal.
Surat’s graduates come out of that. So here is the honest mapping, including where it fails.
RWTH Aachen University runs a Textile Engineering M.Sc. through its Institut fuer Textiltechnik, four semesters, English and German. It is the closest fit in Germany to what Surat actually does. It charges tuition, because it is delivered through RWTH International Academy, and admission requires a GRE score of at least 145 Verbal, 160 Quantitative and 3.0 Analytical Writing, plus six months of relevant work experience.
Read that again, because it is the opposite of what you have been told. The German programme built for your industry is neither free nor IELTS-only.
Hochschule Niederrhein’s Management of Textile Trade and Technology M.Sc. at Moenchengladbach is three semesters, English, and admission-free. But entry requires a bachelor’s specifically in Textile and Clothing Technology or Textile and Clothing Management. A mechanical engineer from SCET does not qualify, however many years their family has run looms. TU Dresden’s textile machinery master is taught in German and gated by an aptitude assessment. The University of Boras in Sweden runs the only textile engineering master of its kind in Scandinavia, in English, at SEK 278,000 for the full programme.
TU Dortmund’s Chemical Engineering M.Sc. with a Process Systems Engineering specialisation is taught in English over four semesters, with a semester contribution of around EUR 320 that includes a public transport pass. Admission requires a mandatory GRE General Test, two recommendation letters, a statement of purpose, and — specifically for applicants from India and China — the APS certificate. For an engineer who grew up around the Hazira belt, this is the cleanest fit in the corridor and the requirements are all satisfiable.
There is no European master’s degree in gemmology that we are willing to name, because we have not found one that exists as a degree rather than a diploma. GIA and HRD Antwerp credentials are diplomas. What does exist is POLI.design’s Fashion Accessories and Jewellery specializing master at Politecnico di Milano: fourteen months, English, 60 ECTS, EUR 16,500 all in. Note what it awards — a first-level specializing master diploma, not a Politecnico di Milano laurea magistrale. That distinction matters for Indian equivalence and for anyone planning a PhD later.
For context, a standard Politecnico di Milano laurea magistrale ran between EUR 167 and EUR 3,943 a year in 2025/26. The jewellery route costs four times the engineering route for a lesser-recognised award. Surat parents whose money came out of the diamond trade deserve to be told that plainly.

Tuition. German public universities in most states charge a semester contribution rather than tuition: around EUR 320 at TU Dortmund, including transport. Baden-Wuerttemberg is the exception and charges non-EU students EUR 1,500 per semester by state law, as Heidelberg University has since winter semester 2017/18. Italy is means-tested: EUR 167 to EUR 3,943 a year at Politecnico di Milano for 2025/26. Sweden and private institutes are a different category altogether.
Living. This is where the blocked account figure lives, and it changes. Ask us for the current one on the call rather than trusting a number typed on a web page last year.
Everything else, before you fly. Rs 20,000 for Etudes en France if you are going to France. Rs 18,000 for APS if you are going to Germany. EUR 75 plus EUR 30 per additional programme for uni-assist. Rs 17,000 for IELTS in Piplod. Rs 50 plus Rs 84 plus Rs 3 a page for apostille, plus the Gandhinagar leg. EUR 90 plus Rs 2,434 plus possibly Rs 3,200 if Latvia. Two or three day-returns to Ahmedabad or Mumbai. A Latvian video interview alone costs more than an IELTS registration.
Add it up before you decide, not after. It is the part nobody puts on a landing page.
Loans. Surat’s nationalised and cooperative bank branches are used to the Canada and Australia file. A German blocked account plus a EUR 320 semester contribution confuses loan officers who expect a large tuition invoice to lend against. Bring the admission letter, the blocked account confirmation and a written cost breakdown to the branch together — a partial file gets a slow no.
Video calls, not a Surat office. Evening slots, because most of our Surat enquiries come from people who work in a market or a unit until eight. Documents by courier, and Surat-to-Ahmedabad courier is overnight, which is one genuine advantage you have.
The honest friction: you will make between one and three trips out of Surat. One to VFS Ahmedabad or Mumbai for biometrics. One to Ahmedabad if your Campus France interview is scheduled there. One to Mumbai or Pune if you need TestDaF. We can compress the paperwork; we cannot compress the geography, and anyone who says they can is lying to you about something small in order to lie to you about something large later.

Two hard constraints particular to this list. TestDaF sits on six fixed dates a year, so if your programme needs it, that date anchors everything above it. And Poland opens study-visa appointments once every two weeks on a Wednesday at 10:30 — if Poland is your destination, that slot is the tightest thing in your calendar.
If you want the UK, the US, Canada, Australia or New Zealand, we are the wrong firm and will say so in the first five minutes. We only work the European corridor.
If you want a guaranteed visa, nobody can sell you one, and we will not pretend.
If you want a European master’s in gemmology because you assumed one exists, read the jewellery section above before you book. We would rather lose the enquiry than take Rs 9 for a conversation we already know ends in disappointment.
If your plan is to reach Europe and work rather than study, say so now. We will not build a study file around a work intention. It fails at the interview, and it fails in a way that makes your second attempt harder than your first.
And here is the limitation we own. We are not in Surat and we do not have a Surat presence to offer you. If what you need is somebody your family can walk in and shout at when a deadline slips, we are not that. We are a video call, a courier envelope, and a phone that gets answered.

No, and this is the claim we most often have to unwind. Baden-Wuerttemberg charges non-EU students EUR 1,500 per semester by state law. Most other states charge a semester contribution instead, around EUR 320 at TU Dortmund. And the RWTH Aachen textile master, the one closest to Surat’s own industry, charges tuition outright.
Often not. TU Dortmund’s chemical engineering master requires a GRE General Test result and an APS certificate on top of English proficiency. RWTH Aachen’s textile master also requires GRE plus six months of work experience.

Use your own university’s conversion circular. VNSGU publishes a formula for exactly this. Do not use an online converter and do not let a consultant do it on a calculator. A mismatch between your stated percentage and your transcript is a uni-assist query at best.
Depends on your year. SCET has been affiliated to VNSGU, then GTU, then Sarvajanik University. Three cohorts, three differently-issued sets of documents. Tell us your graduation year on the call.
Several, with real conditions. Hochschule Niederrhein’s is admission-free and English-taught but requires a textile-specific bachelor’s. RWTH Aachen’s takes broader backgrounds but charges tuition and wants GRE. TU Dresden’s is in German. Boras in Sweden is in English at SEK 278,000.

We would rather tell you a number is missing than hand you one that is wrong.
