Five consulates, two clusters, one queue problem

Mumbai is the only city in western India where a European student visa is decided within a train ride of your home. That is not the advantage it sounds like. Five missions issue student visas from here, they sit in two clusters six kilometres apart, and the scarce resource is not proximity. It is an appointment.

The Consulate General of Germany is on the 10th floor of Hoechst House, 193 Backbay Reclamation, Nariman Point. Its consular district covers Maharashtra, Gujarat, Goa, Madhya Pradesh, Chhattisgarh, Daman and Diu and Dadra and Nagar Haveli, which means every Gujarati applicant competes with you for the same slots. The consulate’s own visa page says the submission of applications is possible only with an appointment, that waiting times may apply due to limited capacities, and — the line most agents skip — that it recommends all applicants book their appointments themselves, because an agency’s mistake is your liability.

Then the rule that decides which queue you stand in. According to the German mission’s student-visa page, applicants who already hold an APS certificate book through VFS and submit at the VFS centre. Applicants in the regular student, study-preparation and university-search categories book through VFS but submit at the consulate itself, on the 10th floor. Two different buildings. Same booking portal. Get it wrong and the slot is gone.

Read the last two rows twice. Switzerland and Ireland both maintain full consulates general in Mumbai. Neither issues a student visa. A Mumbai student going to ETH Zürich or Trinity College Dublin is dealing with New Delhi, and families who planned a Churchgate morning discover a flight.

Which station for which consulate

Nariman Point is Churchgate. Bandra-Kurla Complex is Bandra or Kurla and then an auto. The VFS centre most Schengen files pass through is at Urmi Axis, behind Famous Studio on E. Moses Road, Mahalaxmi — a different line from BKC and a different direction from Churchgate. Italy is neither: Peddar Road, off Grant Road.

Nobody plans a visa around a railway line. In Mumbai you should. A Thane student booked at 10:00 on the 10th floor of Hoechst House is on a Central line local at 8:15 and changing at Dadar. A Borivali student for the same slot is on a Western fast at 8:30. The German consulate’s general counter closes at 12:00; Italy’s visa section runs 10:00 to 12:00 only. There is no afternoon.

Two queues. One portal. Same building name on the booking page. That is how Mumbai students lose the slot they waited five weeks for.

One more Mumbai-only fact. The German consulate’s own advice is to book the appointment yourself, not through an agent, because if the agency picks the wrong category the consequences are yours. We agree with them and we will tell you so on the call. A consultancy that insists on booking your slot for you is protecting its process, not your file.

Your transcripts: the 15 working days nobody budgets for

This is where Mumbai files stall, and it stalls before the consulate ever sees them.

The University of Mumbai, founded 1857, covers seven districts — Mumbai City, Mumbai Suburban, Thane, Palghar, Raigad, Ratnagiri and Sindhudurg — and runs around 885 affiliated colleges. Its official transcript route is the online attestation portal at mu.etranscript.in, which issues the “Consolidated Mark sheet (Transcripts)” a European evaluator wants. The portal itself says the expected duration is tentatively 15 working days from acceptance, and that processing begins only after your college confirms. Two clocks, in sequence. The college one is the one you cannot see.

Then the conversion. Mumbai University runs three grading scales at once — a 10-point CBCS scale where O is 10 for 80 and above, a 7-point absolute scale, and a 7-point scale with grade points — and it has changed its CGPA-to-percentage rule more than once. The university has issued a new conversion circular in 2026 moving away from formula-based conversion. Do not use an online calculator. Ask the examination section for the university’s own conversion certificate on its own letterhead, because a percentage on your SOP that does not match the certificate is a uni-assist query at best and an APS rejection at worst.

Autonomous colleges, and why the evaluator asks

More than 70 University of Mumbai colleges now hold autonomous status — SPIT at Andheri, VESIT at Chembur, D.J. Sanghvi at Vile Parle, St. Xavier’s since 2010, Jai Hind, N.M. College, Mithibai, Fr. CRCE among them. An autonomous college sets its own syllabus and exams; the degree still comes from the university. That means your semester grade cards and your degree certificate come from two different bodies with two different letterheads, and a German evaluator who has never heard of “Empowered Autonomous Status” will ask why. We attach a one-line explanation to every autonomous-college file. Most consultancies do not know to.

Two institutions are different cases altogether. K.J. Somaiya’s engineering college is now a constituent of Somaiya Vidyavihar University, a state private university since August 2019, so new cohorts hold Somaiya degrees, not Mumbai University ones. Sydenham de-affiliated in February 2019 and sits under Dr. Homi Bhabha State University. If your degree says something other than “University of Mumbai” and you expected it to, that is why.

ATKT is visible. Plan for it.

APS India’s current leaflet requires marksheets of every semester, not the consolidated sheet alone. A subject cleared on the second attempt appears on the original semester sheet with its fail status and on the later sheet where it was passed. There is no hiding an ATKT from a German evaluator, and you should not try. What you can do is explain it in one sentence in the SOP, and we will tell you which sentence.

The Maharashtra route to an apostille

The Ministry of External Affairs does not accept documents from individuals. For a Maharashtra educational document the Regional Authentication Centre is the Joint Secretary, Higher and Technical Education Department, 4th floor, Mantralaya Annexe, Mumbai 400032 — walking distance from Churchgate, which is the one geographic mercy in this process. After Mantralaya, the document goes to one of MEA’s four outsourced agencies for the apostille sticker at ₹50 to MEA plus ₹84 per document and ₹3 per page to the agency. Mumbai is one of MEA’s decentralised cities, so the sticker itself is issued here.

For Germany, add the APS layer: ₹18,000, non-refundable, documents couriered to New Delhi because APS has no drop-off counter in Mumbai or anywhere else, and a processing time APS itself says it cannot fix because it depends on how fast your college and university answer. A Mumbai University college that takes three weeks to confirm your transcript request will take three weeks to answer APS too.

For an IIT Bombay graduate the picture is cleaner: transcripts from the Academic Office at ₹500 a copy plus a ₹400 handling charge, paid through SBI Collect, and a CPI on a 10-point scale that every German admissions office already understands. If you have one, you should not be applying to the same shortlist as everyone else.

What we are, and what we are not, for a student in Mumbai

We are an Ahmedabad firm. Mumbai has more study-abroad consultancies per square kilometre than any city in India, several of them within walking distance of the consulates, and we will not pretend proximity to Nariman Point is something we can offer.

What we offer is the file. Fourteen years of it, Europe only. Saumitra Rajput, founder of Kadamb Overseas in Ahmedabad, has visited more than 25 European campuses in person, and the practical consequence for a Mumbai applicant is that we will tell you TU Delft is charging €25,633 next year before you fall in love with it, and that the Mannheim finance master you have your heart set on sits in a state that charges non-EU students €1,500 a semester by law.

What we do not do: the UK, the US, Canada or Australia. We do not promise a visa, and if a Mumbai competitor has quoted you a 98% success rate, ask them for the denominator. We do not book your consulate slot for you, because the consulate has asked you not to let anyone do that, and we think they are right.

The first consultation costs ₹9 for thirty minutes with Saumitra. Service fees after that are staged and disclosed before you commit to anything. We do not say “free” because it is not, and because a consultancy that says it is free is being paid by someone whose interests are not yours.

Which European country fits which Mumbai profile

Germany is where most Mumbai enquiries begin, and for a finance graduate from H.R. or N.M. College it is frequently the wrong first question. The country follows the profile. Here is how the five countries we place most Mumbai students into differ for the profiles this city actually produces.

The rule that decides most Mumbai cases: if your background is finance or economics, Vienna and Mannheim are the honest first applications, not Frankfurt School or HEC. If it is pharma, Padova before Bonn. If it is data, RWTH only with a GRE in hand and TUM only with the fee in the budget. Anyone who names the country before reading your grade card is guessing.

Finance, pharma, film, data: where Mumbai’s graduates go, and the four traps

Mumbai’s tax region was assigned 29.5% of India’s entire direct-tax target for 2025–26. Jawaharlal Nehru Port handled 7.30 million containers last year, more than half of everything through India’s major ports. The film business the city runs sits inside a national media sector that reached ₹2.78 trillion in 2025. Four industries, and four different sets of European rules that Mumbai applicants walk into without reading.

Finance

Frankfurt School of Finance and Management is the name everyone knows. It is private, the Master of Finance costs €44,600 all in, and its page says the GMAT, GRE or its own admission test “is a compulsory requirement and cannot be waived.” HEC Paris’s Master in International Finance is €47,950 for 2027–28. Neither is a public university and neither is where a Sydenham or H.R. College graduate with a strong record should start.

Start at WU Vienna, whose Quantitative Finance master costs about €3,000 for the entire programme and treats GMAT as recommended rather than required. Or the University of Mannheim’s Master in Finance, Accounting and Taxation, where the GMAT is not an admissions requirement but a strong score earns up to 60 selection points — and where, because Mannheim is in Baden-Württemberg, you will pay €1,500 a semester under state law. That is still a fraction of Frankfurt School. Bocconi’s finance master is excellent and private, €18,550 a year, GMAT required. Know which tier you are in before you apply to all three.

Pharma and chemicals

Mumbai produces more pharma graduates than any city in the corridor — ICT at Matunga, deemed university since 2008 and the first institute Maharashtra designated “Elite”, sits at the centre of it. The programme most agents recommend is the University of Bonn’s Master of Drug Regulatory Affairs, €9,900, English. Read its entry rule: at least one year of relevant professional experience at the start of the programme. A fresh B.Pharm is ineligible. That is the trap.

The honest alternatives: Università di Padova’s Pharmaceutical Biotechnologies, English, €2,950 a year for non-EU, non-EU deadline 7 March 2027; and Freie Universität Berlin’s Pharmaceutical Research, tuition-free — except that it has no admission for winter 2026/27, so the earliest realistic start is 2027/28. Uppsala’s Pharmaceutical Modelling is strong and Swedish, SEK 330,000 for the programme.

Film and media

Filmuniversität Babelsberg is the name in every Mumbai film student’s search history. Its master’s programmes are taught in German and require DSH-2. An English-only profile is not eligible, however strong the reel. Aalto University’s Master’s in Film and Television in Helsinki runs nine majors — directing, cinematography, editing, screenwriting, sound design among them — and charges non-EU students €20,000 a year. Bocconi’s ACME master in arts, culture, media and entertainment management is the business-side route, in English, at Bocconi fees. There is no tuition-free, English-taught, top-tier European film master. We would rather tell you that now.

Data and computer science

Two traps, both German. RWTH Aachen’s M.Sc. Data Science requires the GRE for non-EU applicants — quantitative above the 75th percentile, verbal above the 15th, analytical writing 3.5 — and its admissions page states that medium-of-instruction certificates are in general not accepted as proof of English. A Mumbai University MOI letter, the document half of Mumbai applies with, does nothing at RWTH. Second: the Technical University of Munich has charged non-EU students tuition since winter 2024/25, usually €4,000 or €6,000 a semester for a master’s, with the exact band set per programme and waiver scholarships of €500 to €1,800. TUM Informatics admits through an aptitude assessment, not the GRE. Two universities, two completely different sets of paper.

One local tie-up worth knowing: D.J. Sanghvi College of Engineering lists an MoU with RWTH Aachen among its announcements. If you are a DJSCE student, ask your placement cell what that MoU actually provides before you assume it provides anything.

What it costs a Mumbai family, in the order the money actually leaves

Tuition, living, and everything else — kept separate, because the blend always flatters, and in Mumbai the blend usually starts with the word “free”.

Tuition. German public universities in most states charge a semester contribution, not tuition. Two exceptions matter to Mumbai more than to any other city because of where Mumbai applies. Baden-Württemberg — Mannheim, Heidelberg, KIT, Stuttgart, Freiburg, Tübingen — charges non-EU students €1,500 a semester under a state law in force since 2017. And TUM, the single most-searched German university in Mumbai, charges non-EU master’s students €4,000 or €6,000 a semester for anyone enrolled from winter 2024/25. Both facts are on the universities’ own fee pages. Both are absent from every Mumbai consultancy page we checked. Italy is income-assessed: €0 to €3,943 a year at Politecnico di Milano, but a non-EU student with income abroad must obtain an equalised ISEEU or pay the maximum. WU Vienna is about €3,000 for the whole programme. TU Delft is €25,633 for 2026/27.

Living. This is where the blocked-account figure lives and it changes; ask for the current number on the call rather than trusting one typed on a page last year.

Everything else, before you fly. ₹18,000 for APS, non-refundable. ₹20,000 for Études en France if France. €75 plus €30 per additional programme for uni-assist. ₹19,250 for computer-delivered IELTS at Marathon Futurex, Lower Parel, or ₹19,000 on paper at Malad. IIT Bombay transcripts ₹500 a copy plus ₹400 handling; Mumbai University transcripts by the portal’s own gateway, which does not publish the fee until you apply. ₹50 plus ₹84 plus ₹3 a page for apostille. And a GRE fee if RWTH is on the list, which most Mumbai applicants only discover it needs after the deadline.

Flights. One genuine Mumbai advantage. Air India flies Mumbai–Frankfurt nonstop five times a week on a new 787-9 from 1 February 2026, and nonstops also run to Munich, Paris, Zürich, Amsterdam and Rome. Vienna and Milan are one-stops. A Surat or Pune student connects through your airport; you do not.

Loans. Mumbai bank branches see more Europe files than anywhere in India and still expect a large tuition invoice to lend against. A German file with a €320 semester contribution and a blocked account confuses the loan officer; a TUM file with €6,000 a semester does not. Bring the admission letter, the blocked-account confirmation and a written cost breakdown together. A partial file gets a slow no.

How working with us from Mumbai actually runs

Video calls, from Ahmedabad. Evening slots, because our Mumbai enquiries come from people who leave Nariman Point at seven and reach Borivali at eight-thirty. Courier for anything physical; Mumbai to Ahmedabad is overnight. You never travel to us. There is nothing in Ahmedabad that a Mumbai applicant needs — that is the reverse of the Surat page and we say it plainly.

The honest friction is not distance, it is queues. You will book your own consulate or VFS slot, on the consulate’s own advice. You will make one trip to Mantralaya, one to the apostille counter, one or two to Mahalaxmi or the 10th floor, and one to Churchgate Chambers if France. All inside the city. All in the morning. We tell you which building, which floor, which window, and which category to click. We cannot stand in the queue for you and we would not if we could.

Timeline for the next intake

Working backwards for a German winter-semester start.

Two Mumbai-specific constraints. The TUM aptitude assessment window for winter runs 1 February to 31 May, and the result lands with your other decisions; there is no rolling admission to fall back on. And RWTH’s GRE must be submitted before the deadline, not promised — a Mumbai test date in June is too late for a July deadline once scores take their ten to fifteen days.

Who should not book a call with us

If you want the UK, the US, Canada, Australia or New Zealand, we are the wrong firm and will say so in the first five minutes. Mumbai has excellent consultancies for those corridors. We only work Europe.

If you want someone to book your consulate slot, no. The consulate has asked applicants to book their own. We agree with them.

If your plan is Frankfurt School or HEC because the name is the point, we will show you WU Vienna and Mannheim first and you may find that annoying. If you want a tuition-free film master in English, read the film paragraph before you spend ₹9 — there is not one.

If your plan is to reach Europe and work rather than study, say so now. We will not build a study file around a work intention. It fails at the interview, and it fails in a way that makes your second attempt harder than your first.

And the limitation we own: we are not in Mumbai and never will be. If what you need is a consultant your father can walk in and shout at in Andheri when a deadline slips, that is a reasonable thing to want and we are not it. We are a video call, a courier envelope, and a phone that gets answered.

What we could not verify, and therefore did not publish. The exact fee for a University of Mumbai transcript, which the portal shows only after you apply; the wording of the university’s 2026 CGPA-conversion circular, which is referenced by third parties but which we could not open on mu.ac.in; whether the VFS centre at Trade Centre, BKC still accepts French and Austrian student files or whether everything Schengen has moved to Mahalaxmi; the floor of the Urmi Axis building for each mission; which fee band TUM’s Informatics master sits in; and the Spanish consulate’s formal jurisdiction over Pune district. We check each of these per student before anyone books a train.
